Patrice and Gavin of Texinfo seemed to be OK with applying the patch
(see
<https://lists.gnu.org/archive/html/bug-texinfo/2019-05/msg00007.html>),
so I think we should just ping’em to make sure it actually is applied.

More generally, I think we should try to work hand-in-hand with upstream
Texinfo rather than work around shortcomings we encounter—Texinfo i18n
support is still limited, so our experience can only help improve it.
