Hmm, seems OK here. Can you try with Emacs -Q? e.g.

    /Applications/Emacs.app/Contents/MacOS/Emacs -Q
    
If you do

    C-h k s-1
    
it should tell you what the key is bound to, which might shed some
light on it.
