Subject: [PATCH 2/2] gnu: Add GHC 8.6.5

This is exactly like GHC 8.4, except for the sources, and
depending on ghc-8.4 as ghc-bootstrap, since GHC 8.6
expects at least version 8.2.

* gnu/packages/haskell.scm (ghc-8.6): New field.
