$ emacs -q -f font-lock-mode --no-site-file -nw /tmp/zz
Observe message: Font-Lock mode enabled in current buffer
Now do
(describe-variable (quote font-lock-mode))
it says it is nil.
(There is only one buffer on the screen, so it must be talking about it.)
