That's fine, and isn't a bug.  The buffer where you do this doesn't
support font-lock.

font-lock-mode is a variable defined in ‘font-core.el’.
Its value is nil

  Automatically becomes buffer-local when set.

Non-nil if Font-Lock mode is enabled.
