It should be possible for the user to say

  Content-type: text/foobar

in Message mode buffers and have that be respected.  I took some stabs
at making the mml bit not rewrite it a couple of days ago, but
apparently there's more in Message that'll rewrite it.

An added wrinkle is that Message should still be allowed to add a
charset="..." part to the Content-Type (if needed).  But it should still
keep the type.
