In case someone on this list can do something about it: the paradigm of
using emacs on Ubuntu has changed / is broken. The emacs / emacs-nox
packages on all but the latest Ubuntu release appear to be empty.

Please report Ubuntu problems to Ubuntu, however:

It's a metapackage that depends on some version of emacs24.

https://packages.ubuntu.com/xenial/emacs

Those dependencies are the real packages with the files.
