I am unable to reproduce the bug with de_DE.UTF-8.

LANG=de_DE.UTF-8 emacs -Q
M-: (require 'reftex-toc) RET
C-x C-f /path/to/file.tex RET
M-x reftex-toc RET

=> no error.
