Tabbar mode is not distributed with Emacs, so you will have to point us
to the exact version you are using.

I can't reproduce this, using the reftex-toc mode distributed with Emacs
CVS.

emacs -Q
M-: (require 'reftex-toc) RET
C-x C-f /path/to/file.tex RET
M-x reftex-toc RET

The reftex-toc window shows up, with no problems.
