points to  https://www.gnu.org/software/tar/manual/en/html_node/Introduction.html

which shows 404

I assume this means ‘/en/-style language links should just work on 
GNU's end’.  Sounds good to me!

I'm closing the Guix bug, but let us know if you make any relevant 
improvements to i18n linkage.
