Yup!  :-)

‘Toolchain’ exactly describes what you're looking for, so I'm 
going to go ahead and close this bug.

(Speaking as a user, I'd be annoyed to the point of switching if 
my distro installed ‘binutils’ when asked for ‘gcc’.)
