We read

   line-number-display-limit is a variable defined in ‘C source code’.
   Its value is nil

   Documentation:
   Maximum buffer size for which line number should be displayed.
   If the buffer is bigger than this, the line number does not appear
   in the mode line.  A value of nil means no limit.

$ perl -wle 'print "中華民國萬歲" x 99 for 9..99;' >| /tmp/9
$ wc /tmp/9
    91     91 162253 /tmp/9
$ emacs -nw -q /tmp/9
C-v
C-v
C-v...

About halfway through the file it loses track of the line number, which
becomes "L??". No value of LC_ALL will help either.
