(elisp) `Modifying Menu' has an example that uses fake function keys
<drink> and <eat>, but it writes these as <DRINK> and <EAT>.

That is correct, since key labels are up-cased.  Cf. <RET>, <DEL>,
etc.

This is not a bug.
