As explained by several people in this thread,
This is not a bug in "rm -f", but the mandated behavior.

Bob and others provided work-arounds ( https://bugs.gnu.org/34700#17 ).

As for adding a new "--really-force" option
(https://bugs.gnu.org/34700#11) - I'm marking this as a wish-list
item.
