Because .elc files are distributed in release tarfiles.

1a) make bootstrap the default make target.
1b) rename the current default make target as
faster-but-sometimes-will-go-wrong-for-obscure-reasons

CPU time is cheaper than human time spent figuring out problems.

2) Make load-prefer-newer non-nil by default.
