I did (customize-changed-options "")
and saw lots of messages,
Debug (ox-odt): Searching for OpenDocument schema files...
Debug (ox-odt): Trying /usr/share/emacs/25.2/etc/schema/...
Debug (ox-odt): No OpenDocument schema files installed
org-time-clocksum-use-effort-durations version 8.0 not found in customize-package-emacs-version-alist
org-babel-ruby-hline-to version 8.0 not found in customize-package-emacs-version-alist
org-html-table-default-attributes version 8.0 not found in customize-package-emacs-version-alist...
Failed to convert XML routine info, falling back on idlw-rinfo.
Could not locate any system routine information.

And in the *Customize Changed Options* buffer, each item is stuck to the
part after it:

Erc LurkerHide specified message types sent by lurkers

Erc NotificationsSend notifications on PRIVMSG or mentions.

EwwEmacs Web Wowser

I don't see this in the current emacs-26 branch.

I do:

Display Line Numbers  Display line numbers in the buffer.
Less CssLess CSS mode.
Python FlymakeIntegration between Python and Flymake.

ie, no space between (some) versioned defgroups and their descriptions.

(The stuff about messages in the initial report is irrelevant.)

I see only the first one, and there are 2 spaces between the group
name and its description.  I don't see the others, so I wonder why the
difference.

I did look only in *Messages*, since that seemed to be the main part
of the report.

Don't you have a line in cus-load:
(custom-put-if-not 'less-css 'custom-version '"26.1")

so that:
emacs -Q
(require 'cus-load)
(get 'less-css 'custom-version)

-> "26.1")

I do have this in Emacs 26.1 and 26.1.90, but not in the current
emacs-26 branch I build locally.  I also don't have less-css mentioned
in cus-load.el at all in the current emacs-26 branch I've built on
GNU/Linux.  Why is that file not 100% reproducible?

When the above is in cus-load, then yes, I do see the spliced strings
for those two groups.

I'd guess this is somehow due to not bootstrapping, but obviously the
file should be reproducible and it sounds like there is a separate
problem in this area.
