Empty overlays are not shown by (what-cursor-position t). This is
rather inconvenient.

There are two things to take care of to make it do that:

1. Use (overlays-in pos pos) instead of (overlays-at pos) in describe-char.

2. Allow describe-char to take care also of (point-max).
