Thomas, sorry for the late reply.

I finally checked your conditional patch on emacs-26 (after make
bootstrap) and it works.  So if no one objects, it can be committed (and
this bug resolved).

Bug 33154 was resolved, and we can also commit setting p-c-t to t
unconditionally on master.

We just need to make sure that change from emacs-26 doesn't propagate to
master.
