time-stamp-format is a variable defined in ‘time-stamp.el’.

Alas must one must hardwire to get '+0800':
"%:y-%02m-%02d %02H:%02M:%02S +0800"

Because all are provided are:
%z   time zone name: ‘est’.		%Z  gives uppercase: ‘EST’
