Subject: [bug#32484] Add Numba and Scanpy

This patch series adds Scanpy, a toolkit for analyzing single-cell gene
expression data.  It depends on Numba, which requires llvmlite.
Unfortunately, llvmlite does not work with our regular llvm package.  It
needs a patched LLVM.
