Thanks for reporting this.

Support for this file system (overlayfs) has been added in coreutils
version 8.25 (and the latest version is coreutils 8.30).

The coreutils version inside your container is simply older than that.

However,
As the message suggest, tail still works (just reverts to slowing 
polling method).
