Try "/davs:contact <at> sivalik.com <at> www.sivalik.com:/nextcloud/remote.php/webdav/QuickNote.md",
i.e. use "@" instead of "%" in the user name.

Btw, in Emacs 27.0.50 you could use the native "owncloud" method, which
shall support nextcloud servers as well. If you have added a respective
GNOME account, the remote filename should be
"/contact <at> sivalik.com <at> www.sivalik.com:/QuickNote.md".
