This example 

(let ((print-charset-text-property nil)
      (print-escape-multibyte t))
   (prin1 #("\x00f6\ " 0 1 (charset iso-8859-1))
           (current-buffer)))

when executed in the *scratch* buffer inserts
#("\x00f6\ " 0 1 (charset iso-8859-1))

I would expect "\x00f6\ " without the #(...) as
print-charset-text-property is bound to nil.
