On some groups C-u RET asks
How many articles from mail.debianbugs (available 656, default 200):
but then says "No unread news".

The only way to get in is just a plain RET.

On other groups C-u RET works normally.

Gnus v5.13
GNU Emacs 25.2.2 (x86_64-pc-linux-gnu, GTK+ Version 3.22.28)
 of 2018-02-19, modified by Debian

With C-u RET 200 you're asking for the last 200 messages.  Perhaps they
don't exist any more?

Without the C-u you'll just get the ones that exist.

So I don't think this sounds like a bug.

Fine. Now let's do this again with just C-u RET.

How many articles from mail.debianbugs (available 663, default 200): RET

And it only shows us one article, (which is marked (by me) "E"), and it says

No more unseen articles

so... OK the prompt mentions 663 and 200, but should also mention 1,
so we don't have such a big surprise when we hit RET.

OK but there are a few more numbers it knows, because I just saw them in
the *Group* buffer...
