This patch makes AcceptEnv configurable from config.scm.

+List of strings describing which environment-variables may be exported.

+Each string gets on its own line.  See the @option{AcceptEnv} option in
                                  ^ Why are there always to spaces?
+@code{sshd_config(5)}.
