It’s not really ‘guix gc’ that’s problematic but rather grafting: those
UCS-4 strings do not get grafted, and eventually become “dangling
references.”

Could you check whether fish.cpp still looks like
<https://issues.guix.info/issue/30265#8>, with the ‘L’ prefix for
literal strings?
