Well in the case of Ubuntu 14.04 it worked. I have to re check the 
machine, but I cannot remember any special setting I did there and 
not in Ubuntu 16.

I tried to set
'(exec-path-from-shell-variables (quote ("PATH" "MANPATH" 
"TEXINPUTS")))

Via custom but that did not help. Odd situation.
