Subject says it all.
And no existing code uses it (except the one call in describe-font), except
possibly 3rd-party code. 

At least rename it to IGNORED and document that it has no effect.

BTW, this arg has been ignored since at least Emacs 20, with no code (except
possibly 3rd-party code) that uses it.
