On Windows 7, SP1, 64bit, x86, the Emacs 25.3 version that I downloaded
from
https://ftp-stud.hs-esslingen.de/pub/Mirrors/ftp.gnu.org/emacs/windows/emacs-25.3-x86_64.zip,
does not start, but only gives an error window with the text

"The procedure entry point ScriptFreeCache could not be located in the
dynamic link library GDI32.dll".

Emacs 25.2 is fine.
