No, I think you need to say this:

  ac_cv_lib_anl_getaddrinfo_a=no CFLAGS="-g3 -O0" ../configure --without-gconf --with-xft --without-xwidgets --with-xpm=no --with-gif=no --without-selinux --disable-acl --with-gnutls=no --with-x-toolkit=no --without-pop
