Yes, I introduced that bug in make-temp-file recently. Sorry about that. It 
should be fixed in master now:

I noticed this when using password-store.el[1] which I use to look 
up
passwords using pass[2]

The file hasn't been updated since 2015 and I know it's been 
working so
I assume a recent change caused this.
Merely putting "x" instead of "" as the argument works fine.
