I changed to https://emacsformacosx.com/emacs-builds/Emacs-25.2-universal.dmg <https://emacsformacosx.com/emacs-builds/Emacs-25.2-universal.dmg> and it will not crash when I tramp and save-file.

I doubt that is because one of the "--with-???" options I used in the brew install emacs, which is different from the prebuilt version of emacsformacosx.com.
