By the "GUI mode" do you mean 'emacs' vs 'emacs -nw'?  Or do you mean
that the you use a different kind of launcher?

If you evaluate (getenv "XMODIFIERS") do you get the expected value?
Does evaluating (setenv "XMODIFIERS" "@im=fcitx") help?
