Works for me.

emacs -Q
M-x dired RET RET
(move to a file)
M g=rw

-> group permissions set to "rw".

More complex things, like "u=rw,g=r,o+r" also work fine.

What is the precise argument which causes
file-modes-symbolic-to-number to fail?
