Looks like your build is a bit messed up.

Can you try a totally fresh checkout following the instructions at:

http://savannah.gnu.org/cvs/?group=emacs

Basically just

cvs -z3 -d:pserver:anonymous <at> cvs.savannah.gnu.org:/sources/emacs co emacs
./configure --with-ns
make bootstrap
make install
