Thanks, that's merely a bug in the test case, not in coreutils itself. 
The bug was fixed here:

http://git.savannah.gnu.org/cgit/coreutils.git/commit/?id=612086660bab9bf981894da146550e9101224b17

and this fix should appear in the next release.

Dear Sir or Madam,

Today I did a build of coreutils-8.27 on a RedHat system (see 
info.txt.gz for system details). `make check` reported a failed test, 
see log.gz (which contains the output from `make check 
TESTS=tests/misc/date-debug.sh VERBOSE=yes SUBDIRS=. >> log 2>&1`).

Should you need any more information, I'll be happy to provide it.
