It would be really great to have RSS/ATOM in the current bug
report software so one could easily subscribe to specific bug
report without being forced to subscribe to the bug report list.

Could this be implemented onto our current tool ?

You can apparently subscribe to individual bugs:

I have no idea if it works, and you'll have to change the addresses in
the obvious way (bugs.debian.org -> emacsbugs.donarmstrong.com), since
we can't even get the documentation updated, let alone add new
features.
