Works fine here with:

mkdir /tmp/foo
HOME=/tmp/foo ./src/emacs -l cl -l package \
  --eval "(add-to-list 'package-archives '(\"melpa\" . \"https://stable.melpa.org/packages/\"))"


(where the -l cl works around an apparent bug in one of the dependencies)


So presumably you have some stale files somewhere that you need to
update following some recent changes that affected package.el.
