I added a check for this in a1ef10e, but clearly it did not work.
Any idea why?

No, I don't.  However, I think it'd be good to update make-tarball.txt
with some documentation for this check, otherwise I'll just keep
forgetting about it.

Can we shoot for another RC in a few days?  Note that a couple of
documentation changes were pushed to the branch since RC1.

It's documented in admin/release-process section "To be done shortly
before release". There are various things that aren't specifically to do
with making the tarfile that need doing.

IMO no non-critical changes should be made to a release branch after an RC.
Just changing NEWS wouldn't have necessitated another RC. There's only
supposed to be one RC unless something serious happens.

Needless to say, I agree with John here, or else I wouldn't be pushing
those changes a few days ago.

P.S. We seem to have very different ideas of what RC is and what
purpose it serves.
