Update:

This is likely due to broken gentoo build system, not a sed bug.

It boils down to 'perl' being a no-op shell script on the affected system, thus 'help2man' (a perl script) doesn't generate the man page but still returns exit code 0.

I'll leave this open until the solution is confirmed on the gentoo website.
