INSTALL.CVS reads:

  $ cd lisp
  $ make autogen-clean
  $ make autoloads

But:

  $ make -C lisp autogen-clean
  make: Entering directory `/tmpemacs/lisp'
  make: *** No rule to make target `autogen-clean'.  Stop.
  make: Leaving directory `/tmp/emacs/lisp'
