Evaluate:
(find-file (expand-file-name "refcards/calccard.tex" data-directory))
Now search for "Copyright" in the resulting buffer. The first occurance
is as part of the usual GPLv3 boilerplate, just a bit further into the
file than is usual. The second occurance precees a somewhat less clear
license grant:

So, we have two license grants that'd seem to apply to this file,
(a) the usual GPLv3-or-later boilerplate
(b) a brief, custom grant that doesn't explicitly permit modification
Also note that only (b) appears on the actual card; I don't think
there's even enough room on the card to fit (a).
Its not really clear what the licensing of this file is meant to be, but
I think it would be simplest to:
(a) drop the GPLv3 licensing on this file, or explicitly use a dual
license/GPL exception to unambiguously permit distribution with
just the brief grant
(b) add "in modified or unmodified form" to, and possibly remove "and
this permission notice" from, said brief grant
(c) mention the filename "calccard.tex" so people recieving it
out-of-context can find the source easily
(Aside: the commented-out FSF address seems kind of useless nowadays...)

refcard.tex used to say what dired-ref says, until:

Practically speaking, the only thing you can easily do with the TeX
output is make exact copies. If you want to make modified versions,
the feasible way is to use the source. The source carries a free
license, so you are allowed to do that.
As for what to say on the binaries, there are three issues:
* We don't have room to include a usual GPL notice, let
alone the GPL itself.
* We don't want to permit modified versions without the requirements
of the GPL. Thus, the change in 2007 was not correct.
* We need to reconcile this with the GPL.
Perhaps what we need is (1) an additional permission saying that
reference cards printed, or formatted for printing, may be distributed
with the notice "Released under the terms of the GNU General Public
License version 3 or later" and a copyright notice, without the usual
GPL notice and without a copy of the GPL itself.
What do you think of that?

It seems odd to me to want to apply the GPL to the pdf refcards.
My own take is that the "this is part of Emacs" GPL blurb in the tex source
should be removed, for clarity.
These are the printed refcards as sold by the FSF store.
Karl's 2007 change was (I infer) to sync the source in Emacs with the
printed, sold refcards, which have never mentioned the GPL (I assume, I
can't find an image of them as-sold). His ChangeLog entry originally
said: "updates for printing per johns", before he edited it.
So I assume he made his changes for good reason.

I have it printed on my Emacs coffee mug (sold by the FSF), so I can

Richard, what is the final word on this matter? I'd like to resolve
the bug report, as it is listed as blocking the next Emacs release.

I think this is what we should do, in the refcard source. How about
this text?
As a special additional permission, you may distribute reference cards
printed, or formatted for printing, with the notice "Released under
the terms of the GNU General Public License version 3 or later"
instead of the usual distributed-under-the-GNU-GPL notice, and without
a copy of the GPL itself.
Then change the notice used in the formated file
to say that.

Is the patch below what you had in mind? (I'm unsure whether you
meant to put the above text in the TeX source as a comment or as part
of the Copyright notice group; I did the latter.)

I don't understand what that means in practice. Wouldn't processing
the TeX sources do that automatically?

Yes.
There's one issue I'm unsure about, though: some of the refcards have

replacement text in English, or should it be translated? Most of

Ping! I'm waiting for instructions about these translated chunks of
text.
One possibility would be to replace these with the English text, as I
did for the refcards written in English, and let the translators to
translate this in their free time. Some non-English refcards didn't
bother translating this stuff, so I guess it's okay in general.
Should I do that?

I suggest s/GNU Emacs/This document/ (or "This reference card") in the
rest of the permission notice.
2) IMO there were good suggestions in the original report that still apply:
a) mention the filename "calccard.tex" so people receiving it
out-of-context can find the source easily
b) the commented-out FSF address seems kind of useless nowadays...

any other file in the tree. They all speak about "GNU Emacs".

The reason it seems good to me to change those words for the refcards
is that the license exception, and the way the tex output files
are handled, is quite different from what we permit for GNU Emacs itself.
I think the situation will be clearer if we don't say these are
"part of GNU Emacs."
