Ok, looks like Emacs isn't seeing the keystrokes at all. Is it like
that for every key combined with ctrl, or just C-g?

What kind of system is this on (GNOME, KDE)? Maybe the best we can do
is add a description of the problem to etc/PROBLEMS.
