Skimming this bug report, it seems the conclusion was that we don't want
to change anything here, and that the user can use `set-frame-position'
to move the frame around to a more precise location (which is what you
have to do in many window managers anyway, because they refuse to create
frames that are partially off-screen).  So I'm closing the bug report.
