Simpler reproducer:

~/src/emacs/emacs-25/src$ ./emacs -Q -f toggle-frame-fullscreen --eval
'(make-frame-visible (make-frame))'
X protocol error: BadValue (integer parameter out of range for
operation) on protocol request 12
