Not currently, no.

You go to https://sourceforge.net/projects/ezwinports/files/, and 
install them. Or avoid using the new features (which aren't limited to 
the commands bound to A and Q in Dired).

Or submit a patch that adds a fallback to xref-collect-matches to open 
all files and parse them in Emacs. I think we'd accept it.

But installing grep and find will work better anyway.
