The libraries should be available since i have no problems with the following built (that I am now using):

In GNU Emacs 25.1.50.2 (x86_64-w64-mingw32)
 of 2016-02-21 built on LENOVO-PC

Windowing system distributor 'Microsoft Corp.', version 6.3.9600
Configured using:
 'configure --without-imagemagick
 PKG_CONFIG_PATH=/mingw64/lib/pkgconfig'

XPM JPEG TIFF GIF PNG RSVG SOUND NOTIFY ACL GNUTLS LIBXML2 ZLIB
