Fixed-output derivations for HTTPS downloads depend on GnuTLS.  However,
pkg-config, one of GnuTLS’s dependencies, is now available exclusively
over HTTPS, which creates a bootstrapping issue, as reported by
Christopher W Carpenter and others:
