Starting with emacs -Q, if I eval

debug-on-error => t

However, C-h debug-on-error says

debug-on-error is a variable defined in ‘C source code’.
Its value is nil

I think this started happening today.

Oh, there's eval-expression-debug-on-error...  Weird...  It's been that
way since forever.  Weird that I hadn't seen it before.  Anyway, closing.
