...as long as the tag is present in .hgtags in the latest revision on 
the current branch, right? That's what I meant.

It doesn't seem to go into that detail, but 
https://www.mercurial-scm.org/wiki/Tag says:

"Updating a working dir to a particular tag will take that directory 
back to a point before the tag itself existed."
